From 1 to 3 June 2016 experts from Gazprom International and representatives of Vietnamese companies Bien Dong Petroleum Operating Company (Bien Dong POC) and PV Drilling oversaw the auditing of the HSE management system on the facilities at contract blocks №05-2 and №05-3, which are currently being developed by Gazprom’s operating company and PVN Petrovietnam.
As part of the auditing process, the Russian and Vietnamese experts made a visit to the offshore PQP-HT technological platform, as well as PV Drilling V, the main drilling platform for works carried out at blocks №05-2 and №05-3.
The expert group observed compliance with local and national legislation, as well as with international standards ISO 14001 and OHSAS 18001 in the fields of health, labour and environmental safety and security in regard to deep-sea work project realization. The parties noted the efficiency of the technologies implemented by the operating company, and the effectiveness of the HSE management system in place. During the auditing process, representatives from the Vietnamese side offered high praise to proposals put forward by Gazprom International experts with regards to improving management strategies in the framework of the HSE management system, as well as proposals regarding industrial waste reduction and cost optimization.
The Bien Dong Petroleum Operating Company is a subsidiary of the Vietnam Oil and Gas Group (Petrovietnam), created to act as operator in the framework of agreements signed on the joint management and production at offshore contract blocks № 05-2 and № 05-3 (the Moc Tinh and Hai Thach fields on Vietnam’s continental shelf).
The Vietnamese PV Drilling Corporation is one of Petrovietnam’s largest subsidiaries, which provides services in well drilling management and construction. The exploration and development project at the Moc Tinh and Hai Thach fields provides for the drilling of 16 exploratory wells.
The exploration and development project at the Moc Tinh and Hai Thach fields on Vietnam’s continental shelf is being realized in the framework of agreements pertaining to the concession of shares following the agreements reached on contract production sharing at blocks № 05-2 and № 05-3. The agreements were signed by Gazprom International and Petrovietnam in April, 2012. Industrial production at the Moc Tinh and Hai Thach fields began in 2013. Hydrocarbons produced at the fields are transported to consumers in the south of the country via the Nam Con Son-1 pipeline. The total cumulative natural gas reserves at the two fields is estimated at more than 55.5 bln cubic metres. The total cumulative production of natural gas at contract blocks № 05-2 and № 05-3 has now surpassed a volume of 5 billion cubic metres.
Gazprom International considers compliance with the most recent and up-to-date international standards, including those regarding HSE-management, as one of its main priorities in its international work. To ensure this compliance the company’s experts annually participate in training programmes organized for their benefit at Gazprom International Training, the company’s specialized training centre in Amsterdam, as well as various other courses provided on location. Those attending the courses receive general information regarding the most common dangers and risks occurring at both onshore and offshore facilities, as well as information on universal safety and security measures. They also practice priority actions to be taken in case of various emergency situations or incidents.
